A high-altitude nuclear explosion occurs in the stratosphere where the radiation is too far up high to affect the people of Tokyo (inevitably dispersing), but is so powerful that it sends out an electromagnetic pulse across a huge area. After a moment of contemplation (and confusion), Haruka suggests the possibility of a high-altitude nuclear explosion, aka an EMP bomb (a huge thank you to those who messaged me congratulating me for successfully predicting that!). Shibazaki is finally able to contact his daughter Haruka, and asks her about the other potential uses of an atomic bomb outside of the physical mass obliteration of cities. He is trying to think of what kind of person Nine is, and how someone, who makes a point of not killing, would utilize the most deadly weapon in our current history. However it is also important to note that at this point, Shibazaki is “adopting” Nine’s mentality. It is his actions (via video) that have led to this mass panic. At the moment, Nine is indirectly running the show here.
